Webpack loader for copy file content to filesystem

Copy file contents to filesystem, even if run under webpack-dev-server

Usage:

require('fs-loader?name=../../build/public/[name].[ext]!./templates/index.html');

copy ./templates/index.html to ../../build/public/[name].[ext]
